[STAGING] PG New RPC Endpoint

Hi all, as part of pg ASG migration, we have a new endpoint for rpc to pg.
Please note that this is staging only. We're planning to terminate old instance and endpoint by end of March (exact date TBA, will update again later).

To ensure your service is able to work properly by then, please kindly do the following. If your service resides in:

Monorepo

Kindly include this commit b57ffee (https://phabricator.noc.tvlk.cloud/D132653)

Multirepo:

Kindly change your config to
