FPR SQITCH DEPLOYMENT

To all fpr product domain that using RDS. I inform you guys that sqitch deployment from ansible tower (usually to perform init db or changes on database) will be having problem if your jump host service already use ASG.

The problem is part of ASG goal to support ansible tower deprecation. Deployment will be done by product_domain_admin_fpr via fpr_bastion.

First configuration db (new database creation) should still need to create a jira ticket to be handled by PDA
