tvlk-data-prod cluster upgrade notice

@data-kube-devops-team will be scheduling GKE tvlk-data-prod Cluster Upgrade on this Wednesday 30/10/2019 at 1.30 PM Jakarta Time. This is a routine upgrade before we approaching [Release Freeze Period on Nov 2019](https://tvlk.slack.com/files/T02T3CAFM/FNX26PTCM?origin_team=T02T3CAFM).

What we (data-kube-devops-team) will do for tvlk-data-prod cluster upgrade:

Upgrade GKE Master Version
Upgrade all node-pools in the cluster
Announce the result

Expectation

During upgrade: expect there is a small service degradation (e.g: effect of pod being killed and spawned) . We will try to minimize this degradation.
After upgrade: all services should be running properly. But if you found any anomaly (e.g: your deployment not healthy, error still exists, monitoring data missing after), please report to us.

What you need to do

We need some of you to be available during the upgrade time and report any error that your production’s services may faced during and after the production upgrade.
