axtari-postgres migration to astari-postgres + minor version upgrade from 10.6 to 10.9 (finished)

Hi guys, heads up. We will have a downtime during our axtari-postgres to astari-postgres migration and minor version upgrade from 10.6 to 10.9.

The schedule will be on, Wednesday, 24th July 2019, 2 AM. Whole migration and upgrade process should take around 1-3 hours. Expected down time should take around 2-3 hours.

Features affected:

Extrabed (BE and FE) temporary disablement PIC: @taufan_vps

Please help to disable the feature at least on 24th July 2019, 1 AM (1 hour before upgrade). We will re-enable them again after migration and upgrade is finished.
