Github as primary infra production repository

Dear all. To conclude our plan on switching our infra repository to Github, we will do the switch with the following schedule:

Date: Wednesday, 19 June 2019

Time: 08:00 GMT+7 (For non-ID please adjust accordingly to your timezone)

Duration: 60 minutes (maybe less)

Impact:

No production change push during the hour

If necessary you can spread this info to your fellow department to give expectation on infra production changes disruption during the hour.

For reference, this will be the migration steps.

Stop phabricator activity (PIC: SI and Product Infra Reps)
Stop mirroring to github (PIC: @Adhi)
Edit phabricator production-playbooks URI to observe to github (PIC: @Adhi)
Confirmed success switching and inform in #infra-mentorship
Update remote origin in each engineer machine to github (PIC: SI and Product Infra Reps)
