Setup Datadog Agent in erp-app staging and run configure Datadog JMX metadata playbook to erp-app staging

erp-app JAVA timeboard now showing the JAVA metrics, which previously didn't

Update the erp-appand erpfe-app Jenkinsfile to meet the requirement for Tower deployment

Tested on erp-app and erpfe-app staging
Updated jenkinsfile has been landed to Develop

Update the timeboard template for Enterprise to have CPU Utilization (Rollup: avg) dashboard.

Update SLPP datadog monitor to have proper alert recipient (not having #midas-monitoring as the alert recipient, since SLPP is related to Plutus, not Midas)
Delete the Datadog monitor for RDS burst balance, as requested by Arsi, since current RDS instances are now using M4 (non-burstable instance).

Add bp-app to Tower inventory as test-bp-app
Add credential for test-bp-app to Tower credential as ssh_test_bp_app
