1. Provision S3 maven artifact bucket
2. Provision sync libraries from Artifactory to beiartf
3. Allow jenkins to read from and write to beiartf
4. Update backend-monorepo's develop, codereview, and global.lock Jenkinsfiles to assume beiartf writer role and gradle configuration to use beiartf
5. Revert old monorepo's beiartf config
6. Enable double read (artifactory and beiartf) in backend-monorepo
