Other considerations

TrackingManager , APIHelper and URLHelper are the examples of centralized class, used by missions, but they are owned by Infra team.
Infra team proposes to decouple its usage to each missions' class so it can be managed by the right team.
To decouple TrackingManager, it can be started after https://phabricator.noc.tvlk.cloud/D48408 landed (last status: landed). This revision is a new class manager to do tracking to third party library (FB, GA, Segment, Adjust/Criteo).
