NE VPC Migration

We are planning to do NE VPC Migration today. (Exact time still to be confirmed)

Will need help from everyone, to ensure that your app has connection needed to ne. Can be seen from the ticket: https://29022131.atlassian.net/browse/TOSD-877
Please notify @local-eng if you detect anything wrong during migration

Migration plan:

Local team start deploying application to the new cluster. Any missing outbound connection should trigger application failed from start
Local team check whether new cluster running fine
Local team start including one of new-app instance to serve request

If all good, will gradually add all new ne-app instances on vpc

Will inform again when we are doing the redirecting.
