Deprecating Old Playbooks Repository

rTVPLPROD has been around for a long time. While the real current owner of this repository is unknown and some of its playbooks are untidy,
developers are still using old playbooks to do stuff.
As no one owns the repository, it means that:

We're moving into Ansible Tower, where teams will manage their own playbook repositories. So we recommend switching them at least to the new playbooks (RPB) for now, where playbooks are directory-separated per service. We've collected old playbooks repository usage data, kindly see it here. There are some examples of how you can switch your current playbooks from the old to the new repository. To be noted, https://deploy-old.tvlk.cloud might be terminated by the end of March, 2017 as we move to Ansible Tower.
