Phabricator Administration Handover to Site Infra Team

Good Afternoon everyone, starting from today we are handovering some of the Phabricator main administration to site infrastructure team. The process that had been handovered are:

MFA Reset now can be done via TechOps Service Desk.
Registering new team lead role in Phabricator can be done by the team lead that already registered granted access. You can check the guidance here. Alternatively it can be done to from the TechOps Service Desk too.
