Fix for October Broken Development Environment

At the end of September we do some major change with dev environment setup, but we messed up. The setup playbook was not tested properly from clean environment and causes some issues. If you happened to run setup.sh from around 26 September - 6 October 2016 and having issues especially when trying to run commands like arc, start-mongo, or idea big chance you are affected.
