Dev Instance Auto Stop

As previously announced before, we have set up script to auto stop idle instances that comply to the rules in this doc https://29022131.atlassian.net/wiki/x/uIBnCg.

The reason, we are doing that is:

The AWS account have limits on total instances running, we want to make sure people can do test without hitting the limits.
By stopping idle instances we can reduce the costs on our instances.

We didn't terminate the instance, so you should be minimally affected by this. If you need the instance to run, just start it again.
P.S.: we didn't stop autoscaling instances
