Weekly Back-End Release Process Update

Release Procedure becomes Monday Noon to Tuesday Evening (Last Commit=Monday 10:00. Release to Production=Tuesday 14:00)
Every push to staging06 while on Release Day should be documented
Every hotfix to production should be documented (inside and outside release day)
