mongohcache Cluster - Rebuilding and Security Lock Downitled

@data-eng, @frontend, @payment-eng-team, @hotel-eng, @flight-eng, @site-infra, @sre

@site-infra team is rebuilding mongohcache cluster. At the end of this activity, mongohcache cluster will have:

New security group
New instance profile
Standard root volume size (8 GB)

We will start from secondary nodes. After all secondary nodes already rebuild, we will step down primary node from primary role and do maintenance on the node last node.

Possible impact of this activity:

intermitten connection problem to secondary instances.
Some application clusters (potentially) lost connectivity to mongohcache cluster.
