Java 11 Upgrade

Recommendation from backend-infra, October 2020: Assess

Backend, Cloud, and IT Infra have unblocked Java 11 adoption, for the three environments:

Runtime: Running backend services with java 11 base images (AMI prefix tvlk/ubuntu-20/tsi/java-11/hvm/x86_64/ from the 745412875337 AWS account). It uses Ubuntu 20 and Cloudwatch agent.
Build: Using codebuild with java 11 images from AWS
Development: Using java 11 in your local environment

These required changes have been tested by the acd, afc, and ipi teams. Special thanks for these 3 teams!

Some important things to note:

If you publish a jar/SDK that is used by other teams, please make sure the target compatibility and source compatibility is the lowest JDK version of the teams that use your jar/SDK
If you only want to continue using SonarCloud, you can update only CodeBuild’s JDK.
