20200423 - Change RDS Instance Type to Reduce Cost

Hi all,

We need your help:

Please follow our recommendation to change your RDS instance type (based on data from 2020-04-20): https://docs.google.com/spreadsheets/d/1s03bRWpQgcLS15b9Cn4OQFXbMhWaK9NPQ-K-WiSNwUg/edit#gid=0
Please closely monitor your metrics (especially latency) after you change the instances
Please update the status in the "Status" column -> if you already tried our recommendation and it doesn't work, please state it in the "Status" col
Please inform us if you have other plans for your RDS instances

Why?
Because we have Reserved Instances (RI) for RDS. RI is a shared resource for our company and we already overuse almost all of our RI families. We need to coordinate the effort to effectively increase our usages that are covered by RI.

Meanwhile, we are contacting AWS to work together on this cost-reduction initiative. Don't hesitate to contact us (@ronny, @christianto.handojo, @fajrin, @febryantonius) if you are not sure of something or need any help. Also please let us know if you still have some confusion regarding RI. And once again: we don't have access to your AWS accounts, so we will need you to implement the optimization plan :bow:.

PostgreSQL major versions (they don't use semver): 9.5, 9.6, 10, 11
if you encrypt your data, you can't use db.t2.micro: https://docs.aws.amazon.com/AmazonRDS/latest/UserGuide/Overview.Encryption.html -> so please try db.t3.micro
